My dad's VA disability rating is at 80%, and he's 60 years old. He finds it harder to work these days because of his disability.

Can he sign up for Social Security?

If he's unable to work, he's eligible to put in a VA claim for Individual Unemployability (TDIU) which compensates at the full 100% rate. Additionally, he can apply for SSDI, though the decision process could span from 6 months to potentially over five years. Distinct from Social Security, a VA IU claim typically resolves within a few months.
