In cases where a health condition deteriorates without frequent medical oversight, is it smart to seek treatment to ensure it's documented before applying for an increase in a disability rating?

Definitely beneficial, yes. It might not be strictly required, as the C&P might cover diagnostics for certain conditions, but having documented evidence in your medical records significantly increases your likelihood of a favorable outcome.
