How do you know if your rating is static?

I'm 58 years old with a combined rating of 70%.

You can simply call and ask.

To get it in writing, I would request your code sheet with VA Form 20-10206.

I would take that further and request the entire C-file (or "claims file"). This would include not only the code sheet, but also medical records, service records, correspondence, claim submissions, all claims decisions, and any other documents pertinent to the claim with the VA.
